TxDOT does not publish its project
process methodology but it appears to have the following
key components in consecutive order:
- Planning Specification and Estimate phase (PS&E):
approx 1 – 36 months
- Presentation of PS&E to Technical Advisory Committee
as pre-cursor of 3: approx 1 month
- Presentation of PS&E plan for approval by the
Transportation Policy Council (TPC) which includes
elected officials: two weeks
- One meeting to the public, with a legal requirement
of one-month notice posted somewhere in the newspaper,
and public post-meeting comment period of ten days:
1 month
- Plans finalized and printed: 2 months
- Contract for Sale Docs (the finalized project plans
sent to contractors for their review and bids): 1
month
- Let Date (the day the TxDOT opens the contractor
bids): 2 months
- Award Date (date that TxDOT advises contract winner):
1 month
- Construction: 6 – 12 months
